Country and State Drop Down List Not Pouplating

When registering a new user, the Country and State Drop Down Lists Are Not Pouplating. I have reviewed the Database and these tabel are populated. Also How do I change fieilds from Required to Not Required? Respectfully, Tom

Delete .htaccess from JavaScript directory, it was included by mistake in version 1.1
