Disable Newsletter for customers in PowerToys

First sry for my baaaad english :/
Is it possible to disable the Newslettermodul for "normal" User? Because they can see the mailadresses from all the other users. Why?

Newsletter is available only for ADMIN and CLIENT account, not for user. If you are logged as admin, you can see all.

Hmmm... when login as client i can download the newsletter .csv file an see all realy ALL emailadresses. is that correct?
