Can't conntect to database during installation

I'm currently trying to install the Star rating system, and I went to the installer and was going through it fine until it came to the database connection. Now it told me to delete the config file, so I was like "Er, okay?" and deleted it. Wrote down my database deletes and clicked "Write Config".. Now, this does nothing what so ever, it makes a config file with nothing it. So I decided to ignore the note saying delete it. I re-uploaded the original config file that had information on it. Then tried again, it wouldn't le me connect, so I downloaded the config file to check it, and the installer didn't even write anything in it. So I manually added my information, and it still cannot connect at all. All the details are 100% correct why the hell is it doing this?

Any and all help is appreciated.

Are you sure that database details are correct? Usually this is the issue.

Yep, I made a small test php file to tell me if it connects or not. And my test file connects using the exact same details as the stuff put in the config file.

Can you send us FTP details and we can check why? Maybe also phpMyAdmin, send in contact page, not on forum.

Sorry about the hassle, I've managed to fix it. Though, it's crawled into another error now. It wants to access the admintool, but I don't even have any admintool file or folder, so it's looking for something that doesn't even exist. I've checked my files, and even the .rar I downloaded, no such thing.
