Lost with this error.

Anytime I try to make changes thru the configuration page or even change themes I get this error.....
"Service Temporarily Unavailable
The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later.

Everything else seems to work great. Im looking to offer out free mini sites to people from a graphics creation site as a support feature. This seems to be the perfect platform if I can just get past this error. Its probably pretty simple, and just due to sitting in front of this thing for wayyyy to long.

This not seems to come from our software is more seems t be from your provider. We just save into /tmp repository/ the data. So if can be overwritten this files, is OK, I think is a ISP problem and we cannot help you.
