Fatal error: html_entity_decode() not defined

This is what I get when I try and execute the index.php script.

Any ideas please ?

html_entity_decode (PHP 4 >= 4.3.0, PHP 5) Could be this the problem. You have an eralier version of php or this function is disabled for some reason.
